This  section  was  established  to conduct research,analysis and evaluative  studies  aimed  at  improving Human Resource Policy Development process  in the public service. This process ensures that relevant information is assembled before policies are formulated to ensure  that  policies  are in line with  the  needs  and priorities of the public service. The Unit was established as an institutional mechanism within DHRMD to initiate action response to human resource policy issues and other related matters that fall within the powers of the Department as mandated by the Public Service Act No. 19 of 1994. Suffice to say that DHRMD through the Unit is supposed to be proactive to human resource policy issues and requirements rather than being reactive to situations by conducting action-oriented research in emerging HR issues that should feed into public policies. Hence, the Policy Research Unit should actively take a long-term view of the HR function, how its operations are evolving globally and see value in supporting it by developing policies that should stand the test of the time.

Purpose

The section exists "To provide Human Resource Policy research and development  services."

Functions

In order to achieve the purpose, the section carnes out the following functions:

  1. The conducting of research in Human Resource policies for the development of new policies review of existing ones.
  2. The review and monitoring of implementation and impact of existing human resource policies.
  3. The coordination and monitoring of HIV and AIDS workplace    policy implementation in the  public service.
  4. The coordination and monitoring of gender mainstreaming in the public service.
  5. The conducting of research in human resource policies for the development of new policies or review of existing ones.
