The Department of Human Resources Management and Development (DHRMD) Support Activity is implemented from June 6, 2016 – June 5, 2018 with an option year period ending in June 5, 2019.  The Activity is implemented by Technical Advisor Roy Emperingham in partnership with the Department of Human Resource Management and Development in the Office of the President and Cabinet of the Government of Malawi.  DHRMD Support Activity is located in Lilongwe, Malawi operating out of DHRMD offices.  There are no sub-contractors/grantees under the Contract.

Overall Goal and Objectives

The primary objective is to support the implementation of the civil service reform elements of the Government’s PSR plan, mainly through technical assistance to DHRMD in the Office of the President and Cabinet (OPC). USAID’s support for DHRMD will focus on aiding the implementation of key civil service reforms such as a functional review of civil service staffing/rightsizing  requirements; addressing conditions of service, performance management and accountability; supporting a plan for possible civil service right-sizing; developing policies, procedures and systems for human resources management including fraud detection; and supporting legislative reforms required to institutionalize civil service reforms.

Description of Major Expected Outcomes:

Over the lifetime of the Activity, the following outcomes are expected to be completed:

  1. Revised legislation and policies related to public service and human resources management (related to pay and benefits, performance management, harmonization)
  2. Strengthened institutional capacity in DHRMD and human resources offices across Ministries, Departments and Agencies
  3. Improved implementation of civil service policies
