The Department derives its mandate from the Public Service Act No. 19 of 1994. Section 18 – 20 establishes the post of the Secretary for Human Resource Management and Development and the Department’s mandate is “to administer the provisions of the Act and the administration and management of the public service on behalf of the Chief Secretary to the Government.”
